Incumbent serves as Building Inspector for City of Shelbyville Building Department, responsible for enforcing federal, state and City building, occupancy construction codes.

DUTIES:

Processes applications for building and related permits, including reviewing construction blueprints/plans, conducting on-site inspections before, during and after construction to determine compliance with applicable codes and standards, and issuing building, occupancy and construction permits as appropriate.

Receives and investigates complaints of alleged violations of codes, conducting on-site inspections, and recommends issuing violation notices and discussing/negotiating resolutions. May recommend legal action for unresolved violations, such as halting construction, notifying legal counsel and/or testifying in court as necessary.

Inspects construction and structures for safety and habitability and recommends condemnation of unsafe structures to the Building/ Deputy Building Commissioner for approval by Board of Works (BOW). Assists in boarding up of vacant homes at the request of the Building/Deputy Building Commissioner and inspects demolition sites of condemned buildings to ensure completion of destruction.

Maintains accurate records, and prepares and submits various reports as required. Interprets building codes and disseminates information orally and in writing to construction contractors and the public as requested. Recommends updates to building/housing/construction-related ordinances and resolutions as appropriate.

May assist in the administration of examinations to individuals seeking electrical licensing.

Assists in maintaining and upgrading the department website.

Assesses storm damage in the City and assists County departments in assessment of storm damage as requested.

Maintains current knowledge of applicable federal, state, and City codes by regularly reviewing codes, standards and related revisions, reading professional publications, and periodically attending classes and seminars. Seeks technical assistance and/or discusses unusual or unprecedented situations with Building/Deputy Building Commissioner

Assists Fire and Police departments as needed.

Occasionally responds to emergencies on a 24-hour basis.

Performs related duties as assigned.
I. JOB REQUIREMENTS:
-
High school diploma or GED and extensive experience as a contractor, engineer, architect or building inspector or equivalent combination of education and experience.

Thorough knowledge of construction principles, practices and techniques gained through experience and education in current building/construction codes, and ability to determine code compliance while reviewing plans and conducting inspections.

Thorough knowledge of and ability to explain, interpret and apply federal, state and local building/construction codes, including Uniform Building Code, One-and Two-Family Dwelling Code and related codes regarding energy, swimming pools, handicapped accessibility, and mechanical, plumbing, HVAC and electrical trades.

Working knowledge of standard English grammar, spelling and punctuation, and ability to prepare various documents and written reports and maintain accurate and organized records.

Ability to meet all employer hiring requirements, including passage of a drug test.

Ability to properly operate standard office equipment, such as computer, calculator, telephone, copier, and fax machine.

Ability to safely operate a variety of tools and equipment in the performance of duties, including combustible gas meter, various electrical meters and testing equipment, power saw, drill and various hand tools.

Ability to understand, memorize, retain, and follow oral and written instructions.

Ability to effectively communicate orally and in writing with co-workers, other City/County departments, various boards/commissioners/agencies, property owners, building contractors, engineering firms, developers and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.

Ability to provide public access to or maintain confidentiality of department information and records according to state requirements.

Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to occasionally work extended, evening and/or weekend hours, and occasionally travel out of town for classes/seminars, sometimes overnight.

Ability to occasionally respond to emergencies on a 24-hour basis.

Possession of a valid Indiana driver's license and demonstrated safe driving record.
II. DIFFICULTY OF WORK:

Incumbent’s duties are broad in scope involving many variables and considerations. Incumbent uses a wide variety of state and local codes, ordinances, legal procedures and professional expertise to ensure properties are in compliance with building/construction requirements, exercising independent judgment in interpreting precedents and applying codes to varying situations. Incumbent refers to Building/Deputy Building Commissioner for guidance especially in unusual situations.
III. RESPONSIBILITY:

Incumbent makes decisions regarding status of building structures, discussing unusual situations with Building/Deputy Building Commissioner as needed. Work is periodically reviewed for soundness of judgment and compliance with legal requirements. Incumbent’s decisions may have considerable impact on builders and property owners and errors in decision could result in possible litigation against the City.

Incumbent maintains frequent contact with co-workers, other City/County departments, various boards/commissioners/agencies, property owners, building contractors, engineering firms, developers and the public for purposes of exchanging information and resolving problems.

Incumbent reports directly to the Deputy Building Commissioner.
V. PHYSICAL EFFORT AND WORK ENVIRONMENT:
- Incumbent performs duties in an office environment and in the field, involving standing/walking at will, lifting/carrying objects weighing under 25 pounds, bending, reaching, crouching/kneeling, climbing ladders, close vision, depth perception, speaking clearly, hearing sounds/communication, handling/grasping/fingering objects, exposure to inclement weather, walking on uneven terrain, and normal hazards associated with construction sites and collapsed structures. Safety precautions must be followed at all times to avoid injury to self or others. Incumbent maintains frequent contact with the public and may be exposed to irate individuals. Incumbent occasionally works extended, evening and/or weekend hours and occasionally travels out of town for classes/seminars, sometimes overnight. Incumbent occasionally responds to emergencies on a 24-hour basis.
